General Questions
Q. What is the maxi system?
A.
It is a computer system that allows you to pay bills, purchase products, apply for services, obtain information and perform other transactions with Government Agencies and Corporate organisations.

Q. What payment options are available?
A. This system offers three channels that customers can utilise to make payment, IVR (telephone), Internet and Over the Counter. All channels accept Mastercard and VISA. The Over the Counter channel also accepts Cash and EFTPOS. Payments made on your credit card are categorised as a credit payment, not a cash advance.

Q. What are the customer service numbers?
A. If you have any questions about the maxi system, you can contact our Help Desk by sending an email to maxi@securepay.com.au.

Q. What are the hours of operation for the maxi system?
A. This system operates 24 hours a day, every day.

Q. Do I need to register or pay a joining fee?
A. No. It is a free service available to everyone in Victoria.

Q. How do I use the maxi system by phone?
A. Dial 13 27 23 and listen to the instructions. By using the keypad you can make selections. Only touchtone phones are recognised. If you are not sure, ring your telephone service provider.

Q. Why doesn't my back button work?
A. The maxi system is a 'transaction environment'. This means that the navigation is controlled by maxi. Each page is dynamic, the browser logs your entry point and maxi keeps track of where you are in the transaction. There is no Back facility within a transaction. You will be asked to confirm all the details you have entered before you pay for or send the information. Use the buttons which appear within the page to navigate through the transaction.

Q. Who currently has transactions on the maxi system?
A. VicRoads, Yarra Valley Water, Manningham City Council, City of Yarra, City of Whitehorse, Brimbank City Council, City of Port Phillip and Melbourne Airport.

Q. Does the maxi system accept Amex or Diners Club?
A. No. It does accept Visa and MasterCard. Each organisation on maxi specifies which credit cards they will accept and none have chosen to select Amex or Diners Club.

Q. I made a payment by mistake. Can I get a refund?
A. The maxi system does not collect your money, it passes straight to the Organisation you are paying. You will need to contact that Organisation and request the refund from them.

Q. Is it safe to send my personal information over the internet?
A. The maxi system uses secure encryption to ensure that your personal information is kept safe.

Q. I would like to pay my parking infringement through maxi but it has gone to the Perin Infringements Court.
A. This infringement is now payable to Civic Compliance Victoria. You will need an Obligation Number to make payment. The Obligation Number should appear in the top right hand corner of the notice. This infringement can be paid via maxi.

Q. I received my parking infringement yesterday, why can't I pay with maxi?
A. The infringement has not been downloaded onto the maxi system. This process can take up to three working days. Please contact the City of Melbourne on (03) 9658 9658 for other payment options.

Q. The amount on my notice is different to the amount appearing in the maxi system.

Q. When I enter my Parking Infringement Number I receive a message stating that the Ticket Number is wrong.

A. Docklands Rates are now payable to the City of Melbourne via www.maxi.com.au or by telephone � 1300 130 453.



Manningham City Council
Q. What transactions can I do with Manningham City Council?
A. You can pay your Rates and Animal Registrations.

Q. What do I need to pay my Manningham City Council Rates?
A. You will need your Manningham City Council maxi number. This can be found on your rates notice.

A. You will need your Manningham City Council maxi number. This can be found on your Animal Registration Renewal Notice.



City of Port Phillip
Q. What transactions can I do with the City of Port Phillip?
A. You can pay your City of Port Phillip parking infringement.

Q. What do I need to pay my City of Port Phillip Parking Infringement?
A. You will need your Ticket or Infringement number. The Ticket Number can be found on your Infringement Notice. The Infringement Number can be found on your Courtesy Letter.

Q. Which maxi channels can I utilise to make payment?
A. You can pay your Parking Infringement using Mastercard or Visa over the maxi web site, or telephone 13 27 23 and press option 5.

Q. Can I make a part payment on my parking infringement?
A. No, you can only pay the full amount of the Infringement. For enquiries involving requests to extend the time to pay, please contact the City of Port Phillip on (03) 9611 7660.

Q. I would like to pay my parking infringement through maxi but it has gone to the Perin Court.

You can pay your Parking Infringements, Rates, Health and Food Payments, Planning Payments, Building Payments, Public Space Licences, Local Law Infringements, Liquor Licences, Litter Infringements, Animal Infringements, Out of Hours Construction Permits, Impounding Release Fees over the maxi web site or telephone 1300 792 772.

Q. What do I need to pay my City of Yarra Parking Infringement?
A. You will need your Ticket or Infringement number. Your Ticket number can be found on your Infringement Notice or your Infringement Number can be found on your Courtesy Letter.

Q. What do I need to pay my City of Yarra Rates?
A. You will need your Property number. This can be found on your Rate Notice.

Q. Can I make a part payment on my parking infringement?

VicRoads
Q. What transactions can I do with VicRoads?
A. You can renew your Vehicle Registration, Purchase a Driver History Report, Purchase a Vehicle Security Certificate or Obtain Information.

Q. How do I verify that I have paid my vehicle registration?
A. You don't have to have the label validated. Keep a record of the receipt number and affix the registration label to your vehicle.

Q. Can I pay my registration using a Health Care concession card?
A. No. You must pay your registration at a VicRoads office or at an Australia Post outlet. See the back of the renewal notice for more details.

Q. Can heavy vehicle owners pay quarterly on maxi?
A. No you must pay your registration at VicRoads or at a bank.

Yarra Valley Water
Q. What do I need to pay my Yarra Valley Water bill?
A. You will need your Yarra Valley Water invoice number. This can be found on your bill.

Security How safe are my credit card details?
Maxi systems have been built with multiple levels of security including 128-bit SSL encryption, and conform to Bank grade security levels. In addition the systems comply with Government privacy standards to ensure that your personal information is kept safe and viewed only by organisations permitted by you.

What does SSL mean?
SSL stands for Secure Sockets Layer. When you come across maxi's secure web pages, your browser will display a `padlock� or other symbol to inform you that SSL has been enabled. SSL allows a secure connection between your web browser and maxi's web server.

If you wish to check the level of encryption used by our system, place your mouse cursor on the padlock and it will display a message SSL secured (128 bit) SSL secured (128 bit)

So how do I know who sees my credit card details when I perform a transaction?
When you provide your credit card details to maxi, the information is sent through the secure tunnel (using 128 bit SSL) via maxi for processing by the credit card authority.

Is every page secure?
Generally SSL is engaged only on particular web pages where private & confidential information is entered. If the page is secure you will see the `padlock� or other symbol to inform you that SSL has been enabled. 
How do I know that my payment has actually been processed?
At the point that a receipt or receipt number is presented to you the transaction has been completed.

Why does my browser hang when I want to start a secure session?
You will need to check your browser settings to make sure that it enables SSL. SSL is the protocol for encrypting data over the Internet. You will need to make sure you accept SSL and Cookies.

How do I know if I have a secure browser session??
When you begin a secure session a padlock icon in the locked position will appear in the status bar on your browser. Your browser "key" or "padlock" icon continues to show you whether you are communicating securely. If you click on the padlock icon it will show you the security information.

Certificate Handling
maxi accepts SecureNet certificates. Applications can be obtained from Australia Post or from the SecureNet web site.

Requirements & Constraints
The security works with IE4 and Netscape 4 or above.

Submitting Secure Documents
Your browser will occasionally prompt you with a popup message each time you are about to submit forms or, when toggling between secure and unsecure modes. maxi suggests that can suppress these messages by using your Security/Options menu or by checking the boxes on popups. NOTE, you should still look at your browser's status bar for a 'keylock' symbol, to determine your browser status before and after submitting documents.

Browser Settings/Problems
Q. What settings do I need to check before I start?
A. You will need to turn on Cookies. These are used so we know where you are in a transaction. No personal details or browser usage is taken from you.
You will need to check that you have enabled SSL.
If you are in a corporate environment or behind a firewall, you will need to make sure that the firewall accepts connections for both http and SSL.

Q. What should the screen resolution and font size be set to?
A. The maxi system is best viewed with your browser resolution set to 800x600 pixels. If you're using Internet Explorer, set the font size to Small.
